Born 04-04-1947 in Bloemfontein South Africa
After he matriculated he studied at the University of the Free State and obtained the B.Com.CTA degree in 1969.
In 1973 he was appointed Auditor of the Southern Free State Development Board, and in 1977 he joined the international computer firm ICL Ltd. where he qualified as programmer, systems analyst and systems designer.
In 1978 he was appointed Financial Controller of ICL and in 1984 he obtained the B.Tech. Degree in Management Science and Business Leadership at the Central University of Technology.
During 1979 he was awarded membership of the International Atlas Club for top achievers.
In 1995 he was appointed Labour Relations Advisor to the Public Service Commission of South Africa, and in 1997 he obtained his Honours degree in Labour Law at the (then) Rand Afrikaans University.
In 2000, he was promoted to Counsel of the Department of Agriculture in the Free State, and in 2002 he was appointed Asst. Director General and Head of the Department and Chancellor (ex-officio) of the Glen Agricultural College of the Free State.
He retired in 2006.
In 2006 he founded The Stes de Necker Foundation for the Protection and Promotion of Equality, Dignity, Justice and Freedom.
In 2012 he was elected as President of the International Friends of Camp Liberty Organisation for the improvement of the living conditions in Camp Liberty in Iraq.
In 2013 he received a Fellowship of New Westminster College, Vancouver, Canada; appointed as International Diplomatic Ambassador of the National Coalition Party of Canada.
During September 2014 he was appointed as Ambassador for the International World Students Peace Federation and in the same year he was appointed as President of the World Students Peace Federation - South Africa. He later received the Federation’s Peace Award for 2014.
In January 2017 he was appointed as International Human Rights Advisor of the Federal Association for the Advancement of Visible Minorities of Canada.
On 6 March 2017 he was appointed Director South Africa for the Peaceful Mind Foundation of India.
During his career Stes served in different capacities on the management committees of several professional-, cultural- and political bodies and organisations, inter alia:
• the South African National Artisan Training Board
• the Free State Industrial Council for the Furniture Industry
• Free State Child and Family Welfare Society
• Institute for Public Administration of South Africa
• South African Institute for Organisation and Work Study
• the Alumnae Society of the University of the Free State
• chairperson of the Alumnae Society of the Central University of Technology of the Free State
• founding member of the Society for the Protection of South Africa’s Cultural Heritage
• member of the South African Institute for Internal Auditors and Accountants
He holds a number of Directorships of Companies and Trusteeships.
